This process has
strong impacts on spatial planning, regional development, environmental issues
and the necessity for sustainable development as posted in BALTIC 21.
BALTICOM deals with
both areas, transport and spatial planning and is dedicated to improving maritime
transport co-operation with a focus on new information and communication technologies,
multimodal centres and port-hinterland connections within the BSR. With respect
to measure 7.1.2, it will contribute to balanced and sustainable regional development;
Investigating on the spatial effects of these improvements. With this context,
regional case studies in four subregions (southern Finland, northern Germany,
Russia - St. Petersburg and in non-EU-regions such as Gdansk and Klaipeda) will
be done.
Project partners come from all over the BSR. Participants are local, regional and statel authorities in Finland (e.g. the Ministries of Transport and Communication / of the Environment), Sweden (Port of Stockholm), Russia (Marine Research and Design Institute), Poland (University of Gdansk) and Germany (Hamburg State Ministry of Economic Affairs, State Ministry of Science and Research) as well as private companies running concrete transport chains.
Furthermore, the project is interested in strengthening the co-operation with central and eastern European countries. Their participation will be assured by a number of complemetary PHARE/TACIS applications: A TACIS proposal in Russia and a PHARE application in Poland have been already handed in. Another PHARE proposal will be elaborated to develop better links to the Baltic States. All these actions show the interest of the project partners in improving transport relations to non-EU-Member States in the BSR.
The overall objectives of the project
are:
| combining the development of port related transport corridors with sustainable regional development, | |
| assessing the environmental and regional impact of modern information and communication technologies within maritime transport economy, | |
| starting a network of Baltic port cities and gaining experience on strategies in order to maintain and develop port functions including transport to and from their hinterlands, | |
| aiming at sustainable transport facilities within the BSR, | |
| contributing to a balanced city system in the BSR, | |
| supporting the development of transport chains and corridors in the region, especially with the Baltic States/Eastern European Countries, | |
| increasing transnational cooperation and regional cohesion by pilot demonstrations and accompanying studies on spatial impacts. |
BALTICOM will produce the following
results:
| Studies and reports about trends, demands and impacts of the implementation of information and communication systems on the regional development in the BSR will be available. | |
| Handbooks for all kinds of actors will be elaborated. | |
|
Pilot demonstrations will show the benefits of information and communication technologies used to improve transport relations. These results will be open to the public and give concrete examples for other transport chains. |
| Impact assessments for regional planning and spatial development based on regional case studies (southern Finland, northern Germany, Russia St. Petersburg and in non-EU-Regions such as Gdansk and Klaipeda) will be done. | |
| Workshops and conferences will bring together all actors in transport (both: public and private). In this discussion process a common view on existing problems shall be achieved and concrete solutions will be developed. |
